Are the outside mirrors continuously heated or dependent of outside temp?

Are the outside mirrors continuously heated or dependent of outside temp?
its now mid 60's and rainy in cleveland. I have noticed the mirrors no longer heat up. Could this be that they are heated under a certain ambient temp or is there a malfunction?
