Default VAG SCAN NEEDED..

Caps key was stuck....

It can be the bag or ignitor or sensor or plug in the seat, the dash, the pillar, etc. With out a scan, you really can't tell.

Default Passenger seat occupied or not?

Definatly check with Vag tool for specifics, one
possible cause, at least with mine there are two switches in the seat bottoms that are not part of the seatbelt system, one for seat heater and other possibly airbag system. Next, had any work performed on car lately? they ran a story in the news here a coupe months back where people were taking their car in for service and shop was removing air-bags without customers knowledge, and sending them back out on the street unprotected and re-selling the airbags on internet.

Default Apparently not just here, investigations accross country

who ever thought this one up obviously has some vehicle knowledge, its not easy to "fool" the airbag system into thinking everything is in place and in good working order. Specs are different across the manufacturers, this took time and effort to plot and implement.Hope they find them all, and lock them up.
