The allroad has All Season tires so at least by the laws in my state you do not need snow tires
Of course, if you want to be able to stop in any reasonable distance then I would highly advise them. Of course, they also help in cornering and acceleration but at least in my experience with quattro the biggest difference is in stopping.
FYI, I live in Washington state, the laws are undoubtably different else where. Here if Traction Devices are required, AWD with All Season is OK. If Chains are required, AWD with snow tires is also OK.

Its ok on most roads in 99% of the time California
There is a state that caltrans can declare that means you aren't getting through if you don't have chains or snow tires.
However, when they do declare this, you really don't want to be on the road anyway.

Got my AR at the tail end of the winter, and had it in a few storms. It was bomber on the snow. But of course... ice is ice. BTW, I have the standard pirelli mud/snow tires that come on the car. No complaints.
