Tail-light housing.

Tail-light housing.
Is the upper (red) half of the tail-light housing only a reflector?
I ask because of this: It's dark again when I leave the house, so this morning I turned on the running lights and got the dashboard beep and symbol (which I had to look up) that the something was wrong with the lights. The first thing the book mentioned, and the first thing I checked, was the brake lights. (Turns out, though, I just have a headlight bulb out.)
On my '01, hitting the brake pedal illuminates the bottom (red) half of the tail-light housing. If the running lights are on, the bottom half is already on and gets (lots) brighter with the brake light (and, of course, the over-window center light goes on, too).
But the top half of the tail-light housing doesn't light up for anything, as far as I can tell.
I never paid attention to this before; but I wonder if this is normal. Seems like a waste of red plastic for that entire top half to be nothing more than a reflector. HPH
