Will the 3M paint protecting film (X-pel, Stoneguard, etc) stick on the matte black of our fenders
or rear hatch area? I want to get something on the back so my dog quits scratching it every time he jumps in or out.

You need the bath mat mod

You find a rubber backed, color of your interior matching, bath mat. If you put it in correctly it will flip 50% out over the bumper when you open the tailgate for your dog. Then fold it in to shut the tailgate. I store it with the spare tire when the dog stays home.
