Here is a part of response from Gary related to the topic:

"The 60 day window is an Audi AG requirement incorporated into the program planning stages when your vehicle is initially ordered by the dealer. At that time we verify that your expected delivery is within the expected 2 month period after production. If you were to notify your dealer or the Program with any schedule delays, we would work with Audi AG to postpone your delivery, and if possible, avoid having your vehicle from being shipped automatically back to the US. Considering the availability of vehicle storage at the Forum, we must communicate 60 days period as part of the Program so that we do not have sold vehicles parked overseas for an extended period of time. That being said, there is not a "specific" expiration date, and each case would need to be reviewed and approved individually based on availability. Audi would contact the customer well in advance if there were an issue with the delivery date."

Hello TIME89,
Thank you for your Email inquiry and your interest in Audi.
When a dealer places an order for a European Delivery, we also ask for the customer's requested delivery date. This date is used to schedule the factory production and Forum delivery accordingly, based on the 60-day delivery window.
The dealer is notified immediately if any timing issues are apparent at the time of order. However, if an unforeseen delivery delay were to arise from the customer prior to the original requested delivery date, Audi of America will attempt to make alternative arrangements based on Forum availability. The "60-day rule" was put into place to prevent repeated postponements and to address the limited storage capacity available at the factory for sold vehicles. If a delay exceeding the 2 month time-frame were to become apparent, both the customer payment date (if applicable) and the production date would be basis for discussion between the customer and dealer and used as a basis for further action.
