What does this wheel arch plate do?

It’s a law that the tire cannot extend past the fender. If it does it fails Nys inspection.
The protection this strip offers is laughable, its just there to meet a technicality. Audi cares little about protecting the car or people behind you or they would flare the fender. They just want to pass the law by the skin of their teeth for the cheapest way possible. Not the best way possible. Never saw that on any other major brand.
When I ordered big wheels on my Jeep they insisted i install big fender flares or the dealer would not sell / install the wheels and tires for me in Ny. Come on Audi do the right thing. The more you know.

Two NY-registered Jeeps parked on the same block in Manhattan with valid NY state inspection stickers. (I prefer Audi's minimalistic solution.)

You should not have passed inspection in NY with those mounted. And if you did the person / Shop did not do their job and could lose their ability to do Nys inspections.
The reason the the law exists is to protect the people behind you from damage to their vehicle and windshields caused by the debris your tires kick up. And get flung back bc the tires are outside the fenders.
Like I said the Jeep dealer would not sell me the wheels and tires I wanted unless I also installed fender flares to cover the larger wheels. Yes I could buy the wheels and tires myself and install them curcumventing the law but I chose to install the fender flares and be a good citizen and not throw crap back on someone’s car. Suppose your child was 20 feet back and you hit your gas and a rock stuck on your treads let lose and hit them. How would you feel ? Safety laws should not be circumvented. They are there to protect the general public from yahoos who don’t give a hoot. Cover those tires.

Did some quick calcs: a 29 lb/18" wheel has roughly the same rotational inertia as a 26 lb/19" wheel
