You are missing the required hardware unless you opted for the driver assistance package. Some US models have pre sense front standard, so they already have the radar sensors in the front bumper, but the Q7 only has pre sense basic and city standard, which I believe is camera based. For ACC you need the radar sensors in the front bumper. Anything can theoretically be retrofitted I guess if you throw enough money at it, but I'm sure it's a rather involved retrofit to get the radar sensors in there. Minor, but still required, you also have to change the cruise control stalk. The ACC stalk has an extra switch to adjust the following distance. Then all needs to be coded and calibrated. My guess is you are looking at much more $s than the $2400 it would have cost to add the driver assistance package.

I would be very leary about doing this retrofit from a liability standpoint.
If something is not correctly configured and you have an accident due to this you could be looking at alot of problems.
