Concert stuck on SAFE mode

I've searched the forums, can't find anything more than the basics.

I disconnected and re-connected battery. Obviously, radio on safe mode. Pulled out the code that came w/ the car (i bought used). Entered code, didn't work. Entered again, still didn't work. Few days later, called original dealership, they say "original owner had radio replaced, here is the new code". I turn on radio, but cannot get "1000" to show up. Stuck on SAFE. I thought lock-up only lasted an hour...its been days sinced I entered the incorrect code. Key is in ignition as per instructions. Any ideas? Do I have to actually leave key/radio on for a full hour? Thanks!

turn key to ignition on position. turn radio on. let go for 1 hour. after 2 wrong attempts it locks the radio up for 1 hour then turn car off and try code again
