What are some things that can cause low requested boost?

It isn't o2 sensor, IAT sensor or MAF sensor... MAP sensor reads good... My 2001 with GIAC X is requesting too little boost causing me to run very rich and loose power...

LOL! Coolant? Ambient? IAT? But really, if my IAT doesn't fix it I guess I will go on 4th coolant...
