1990 200 quatro inline 5
 

Im having a issue with my 200 not starting. I noticed power loss, then harder starts, then would not start at all. Has spark. Took it to the dealership, they adjusted fuel distributor(said look liked it was never adjusted), and adj. fuel mix(running lean). It took them 3 hrs. to find this. They checked fuel pump and relays all checked out good. Two days later would not start again, I would rather not take it back to the dealership. I am going to replace the fuel filter right now. Any help from you folks would be appreciated. thanks

Hi,
Whatever the problem is, I can almost guarantee you that it is not the fuel filter.
The dealer (as usual) is full of you-know-what.
Has the timing belt slipped? It really sounds like (on the surface) that you might want to have this checked. It is a commom problem on older cars with well used timing belts and bent valve time on a turbo.
