finned exhaust tips on race cars?

finned exhaust tips on race cars?
hey today i just saw an older vw with this wierd exhaust tip that ive seen on some race cars. looking at it from the back it looks like the exhaust is plugged, but when you look at it from the side you can see like 3 or so thin "fins" (the best word i can think of to describe them) spaced closely together at the very end of the exhaust tip, that are the same diameter as the rest of the exhaust tip and at a 90 degree angle to the tip, (so if they were touching the tip it would seal the exhaust)
ive seen it on some race cars, mostly small formula cars like formula fords, im guessing it might be a type of silencer you can put on quickly for tracks with strict noise regulations? thats my best guess.
sorry for my poor description but if anyone knows what im talking about can someone tell me what they are called or refer me to a site that sells them or something?

By adding or deleting "fins" you can increase or decrease backpressure. We used to run them on the Mazda. They used to be the only thing that would stand up to the heat. By having all the way at the back the exhaust was cool enough to not blow out the muffler fins on anything up closer.

Plates are used to adjust backpressure, and thereby tq and flow characterisitics.
Used them on our cars auto-xing: you could move the tq band around a good bit, and change top end a lot.
