You are absolutely correct in both and especially your second comment. Enough engineering dollars can make an excellent racing car out of a Yugo.
In most instances, direct comparison between marques in a racing series are completely useless because of all the variables. Teams have different budgets, the sanctioning body changes things around and the biggest variable of all. The driver.
I think the logical way to comapare car vs car is one benchmark being used for years. Put the same driver in both cars and drive the Nurburgring.
