2nd... was thinkingh bout that- i wud think in a situation like this...
the people who caused it in the front would be liable (if applicable) and everyone behind would be neutral? (no points but they cover it??)

Plenty of following too closely and hit from behind "laws" make being rear ended the second motorist
fault. I wonder how the first two tangled, then it spiraled from there.
