so lets hypothetically say i have an old MASS green plate that says DXC on it. can i register for a new red plate that says DXC, then just run the old MASS green plate? they should be equivalent right?

Not that there would be another color DxC out there, but they do it this way given that there are low number plates out there in both colors. So "1" green could get a parking ticket, and it would not show up on the record of the other guy who has "1" red plate.

Vanity plates have to get renewed, so there aren't any green ones any more because they got replaced during renewal.
