Mystery meat navigation is when there is no clear connection between controls and what they do
 

The bulletin board motif may be visually appealing, but it's

a) not immediately clear that you're intended to interact with it (by clicking one of the items tacked to it) and
b) not at all clear what clicking any of those items on the board will do.

It's called "mystery meat" because like mystery meat in the school cafeteria, you have no idea what it's supposed to be ;-)

Tells FrontPage to leave that page alone when they're editing the site

thats why it has a nav bar on the top... pretty simple actually.
