There's something I don't get about traffic / police in New York.
Set aside other highways for now... Let's just focus on the highways leading into NYC.
From what I can tell, a cop will do the following in these two scenarios:
Cop pulls up to someone in the left lane speeding. Cop will pull over and issue ticket.
Cop pulls up to someone driving slowly in the left lane. Cop will tailgate until this someone changes lanes, at which point cop will accelerate quickly.
Now, THAT aside... it seems most traffic jams heading into the city are caused by two people going slowly next to each other.
As far as I know, 'failure to keep right' is a pull-overable offense.
If people who drive slowly in the left lane were pulled over:
Revenue would be generated for the city/state/whatever.
There would be fewer traffic jams.
The roads would be safer.
Am I missing something?

Not always. And its the idiots that are NOT passing people but still drive in the left lane!
I really hate that too. Left lane is for passing if you're not passing GTF over to the right.
