Default that was the idea...

out 4a-ge had horizontal throttle bodies and was efi, but for our purposes a carb is better...since i do have a maching shop i was thinking we could buy one down draft (650cfm should be plenty) and then build intake manifolds with a 90 deg angle in them...

Default what's the displacement 1.5L na?...

650 might be a little large. if you have the room i see no problems. what peak hp rpm are you looking at.

Default a wet system?...

i still think a 650 is large. you may find a 350x2brl a better size, but your dealer will zero you in on size. i'd keep the bottom of the plenum chamber above the intake ports.

Default as long as you ahve a carb that is meant to mount verticaly, and...

its a nice gradual bend, should be fine. if you look at the bottom of say a V8 manifold, there is a checker pattern or lines cast in, to keep the fule atomized and not puddle up at low RPM, soundslike youll be at higher RPM most of the time so shoudlnt be much of a problem.
what kind of engine/ car?
