B6 1.8Ts have a dual outlet setup, does that mean that if i put together a single outlet system
it would be more restrictive than stock?

How is it more restrictive?
A exhaust can only flow so much thru its smallest area. If you look at the dual setup it is just a single pipe till it gets to the first pre-muffler, to that point the setup is just a single setup with a dual outlet muffler with dual pipes and dual mufflers after it.

Nope, a single can actually be less restrictive...
it all depends on the muffler design though. Sometimes splitting it can cause a restriction.
Keep in mind, that you'll see a bigger gain by reducing restriction closer to the turbo, and any reduction in restriction isn't going to make that big of a difference on a stock turbo.

question: But what about the piping diameter....>
a single outlet could be 3" from turbo, but the stock system is already 2.25" plus dual 1.75"..? I know that a single outlet system is better, but i'd like an explanation?

Size only matters when it is a restriction.
If the pipe is too large then the exhaust gas will expand too much causing the temps to drop and the exhaust flow to slow down as it flows down stream.
