hard starting when cool

hard starting when cool
I have an Audi 1993 and when I first start in the morning, it will not turn over on the first 2 or 3 tries. After it is warmed up, it will start rather easily. Also, when I start driving, it sputters. After it is warmed up, it will run fine. I changed the fuel filter and no luck. Any ideas
