Block 114 - need help analysing this

I need help with this block.
There are 4 "Load" columns. Which one is the duty cycle one ? The 4th one (highlighted) ?
If so:
1) what are the 3 first "Load" columns for ?
2) what is considered to be a safe duty cycle limit for K04-15 turbo ? 70% ? 75% ? More ?
