It allows the setting or clearing of control bits used by the digital idle control. I cleared them (set both to zero) by mistake and my idle was erratic and varied alot. I do not know why one would need to change it from stock. I did not try setting one and clearing the other, but I suppose it would change the idle control behavior in a specific way.
