could someone please recommend a resource for engine building
preferably online and free but I guess if i HAD to i could buy a book.
I'm not looking to break the world record for moneys spent or hp gains I just want to get an idea of what would be involved in terms of difficulty time and cost to rebuild a tired motor to like new condition.

What is your HP goal?
300HP? 350HP? 400HP?
you looking to replace a lot of stuff so you can have that oh-so-impressive parts listing in your sig?
In reality, there isn't a lot of HP to be gained by rebuilding the engine. Just reliability. The 1.8T is built pretty beefy, and 300HP is no problem on OEM parts. If that's all you've got right now, don't bother with a rebuild unless you think you have a problem.
if it's low-mileage, you can probably get away with just rings and honing, but if you have to bore it out, then new pistons need to be bought, so you can just get some JEs, not sure on current prices, I paid $540. This gives you the option of changing compression ratio if you want to mess with it.
This is what I paid for from my local machine shop:
Polish Crank $40.00
Magnaflux Crank $50.00
Shot Peen & Magnaflux Rods $100.00
Recondition Big Rod Ends $80.00
Bush & Pin Fit Small Rod Ends $80.00
Balance Rotating Assembly $300.00
Bore Block $210.00
Check Deck/Square $80.00
Check Align Hone $40.00
Almost $1000 just in machine work. Local prices will vary. I also did ARP rod and main studs for ~$200 (cheap insurance) and if you do that, you'll need to let the machine shop know beforehand (I bought them through my machine shop)
Plan on $100 for bearings, $250 for gaskets, and another $400 for misc stuff.
All that is ~$2500 just for the short block.
Do it right the first time, just make sure you know what you want.
