As far as engine goes, there are easy and cheaper modifications
and expensive and harder modifications
Cone Conversion
Modified Throttle Body
Catback Exhust
probably can get that all done for under $500
10-20hp gain.
After that you could put in new cams, I have seen these from $750-$1000. Give you anywere from 15-35hp depending on what you get. The more HP you get, the ruffer the idle is going to be. Thats the drawback.
Then, you have the hardcore mods.. which is mostly internal. Vortrag is who you want to contact. They have all sorts of packages, but I would say they offer the best mods for 12v's.

One of the most 'tricked' A4's around is a 12v (m)
Cathleens car. A! system S body kit, Alcon 6 pots (world challenge kit), Vortrag custom Koni/hypercoil coilover (700f/750r), and over 300 horses NA...
To give you an idea, Todd Candey (owner of Vortrag) and I were running on the highway one night. I had my '93 MTM stage III+ (340hp) UrS4, and he had this 12v. At about 70 mph, side by side, we both downed into 3rd and took off. My car only inched ahead, that's it, that damn NA 12v stuck with me well pased 100.
What it is, Vortag has custom done big valve heads (which Scott Holman has in his 12v). These heads with exhaust should get you about 240hp for sure. With a schrick cam, JE pistons for a higher compression - Cathleens has 11.5-1 - and a custom header, you'll be at 300hp...
Keep an eye out 'cause a variation of this exact engine Vortrag is running in 2 A4's in the SpeedVision World Challenge series. They should do very well...
