Possible answer
If one of your connections for your boost guage is not completely sealed, then the boost will register low. In addition the vacumm will register incorrectly as well. On mine, when I had a boost guage problem, it was registering 10 psi (out of 14) and in vacuum it registered -18 instead of -22. Exactly 4 psi on both ends. After fixing the connection all was fine at 14 and -22 respectively.

what's the weather like? (seriously)
During the winter, my car would hit 13-14 psi max, but during the summer, in high temps, it hits 16-17psi, I've even hit 20psi in the mountains.
Also, where is your boost line attached to?
