how do I wire an electric cooling fan to a toggle switch

Here is how.
Run power to a fuse, then that to a relay and put the wires as follow
tab 87 and 85 get 12 volt power
tab 85 gets ground from your toggle switch
tab 30 which is on the other side of the relay from tab 87, run a wire from that to the fan. The center tab (87a) is just left open.
Ground the other side of the toggle switch and the other side of the fan.
