Default it'd prob be more time consuming than hard....

id get a set of used manifolds to use to see what kind of flanges you need to make. and make some measurements in the engine bay to see what kind of room you have.
if you or whoever you are working with has experience making headers it prob wouldnt be too hard.
try to make equal length, dont go too too big with the primaries and hurt low end (unless your engine is built to scream at high RPMs, is this for your 30v?)
id get a bunch of manderel bends, a chop saw and basicaly make them piece by piece.
If this IS for your 30v i dont think the power gain would real be worth the time and effort spent.

Default if yuo are good at welding its not a big deal.

i'll say it takes about 40-80 hours to learn how to weld well enough to trow a decent bend.

if you have acees to a tig welder get stared. why not?
