States with no speed limits?

Germany NOT limit free!!!
The autobahn has limits now in most areas. Law requires manufacturers to limit top end to 155 mph.
Having lived there for years, I found it rare to really be able to do more than 130 for any length of time, due to heavy traffic. Of course, I just went to Hockenheim and rented track time for 50 DM/hour - no limits there!
Best spot in Europe for letting rip is the autobahn from Montreaux west into the Sion valley - flat, smooth and straight. I was ripping it one day on the way to the golf tournament at Crans Montana in my old Rousch Mustang, doing some 135 or so, and got blown into the weeds by a Countach following a Diablo - both doing well over 175! Drool.....

But European drivers know how to drive!!! (Well, most... Hungarians use Trabants to clear ditches.)
For the most part, they stay out of the left lane, are alert and pay attention to the roadsigns. Trucks are limited to right hand lanes in some areas to prevent long backups.
If drivers in the US had half the skills of the German drivers, and we still had speed limits, the roads would be so much better.

Northern European drivers know how to drive...
Agree: Germans in particular are in general good high-speed drivers: they know what a rearview mirror is for, and look for people with left blinker on!
But as anywhere, there are also bad drivers, too. Souther Europeans (Italy, Greece, Croatia, Slovenia, Kosovo, Spain, Portugal) tend to be really crazy. In Kosovo I was happy to have a fully armored Suburban - but they are really tough to get out of a ditch...

There is not a LAW for speed governors
Some manufacturers voluntarily limit their cars at 250 km/h. That would be Audi, BMW, Merc, Opel, VW to name a few. Some who do not follow are Ferrari and Porsche.
