vw obd2 to laptop capabilities,and mods w/out chip
I'm looking to do computer mods on my vw w/out having to go with a chip i.e. laptop programs and connections.

they are just that, rumors....
Do you really think that APR wants to release a chip that can be programmed by anyone?
I can just imagine the complaints about blown motors they'd get, plus lots of, "How do I work this thing?"
Not to mention that if they released a base program to start with, then any other chipping company could just copy it and release it as their own, which would be a big waste of R&D money.
