Default What company makes the best boost controller for my 1.8t??

I just purchased a '98 A4 1.8t Quad. It has the stock turbo on it and i was thinking of adding a boost controller to up the power for now. Which leads me to three questions, what is the best company to go with for the controller, what is the maximum "safest" boost i can turn it up to, and what kind of HP/TQ improvements can i expect at that psi?
For some other minor improvements i was also thinking of adding a K&N cone filter and some kind of less ristrictive muffler...(money is tight after 18's and springs)...
Thanks for any reply,
-Sven

Default better off with a chip...if price is a problem go with a neuspeed for about $200

otherwise, there is authority, APR, GIAC, MTM, WETT. Most chips are 1 bar = 14.7 psi. Some of those tuners offer .8 bar chips as well. Expect about a 40-50 hp improvement with a 60-80 ft-lb gain.
