what is the max airflow of K04?? in cfm??
I am running a K04-15 blowing 165 cfm and a friend of mine has a K03 boosting 158 cfm..as per vagcom readings.
why the differences between K04 and 03 are not significance?

CFM? or did you mean you measured MAF mass - g/s?
Assuming you measured air mass, to back calculate CFM would take a lot of factors into consideration - mainly temperature and pressure. Both of which are affected by efficiency of the turbo, plumbing and intercooling.
And if there was a way to measure CFM, as others pointed, you'll need RPM. Then you'll need the intake temp at that reported CFM. From there work back efficiency of the turbo and the intake cooling differences and find out it might be the ECU is controlling each wastegate differently.
I doubt you mean CFM though. Because a 1.8L non boosted engine will require about 200CFM at 6000 RPM assuming the cylinders are filled 100% each time - which is nowhere close in real world consumer engines.
