what would happen if the the PCV valve pre-turbo was replaced with a filter?

Well, I was just looking at this pic of a new A4 with T28 kit..

If that is a filter on that tube
it looks like they took the secondary air pump out and just put a filter on the valve tube instead. I did the same thing back when I had the PES T28 kit on my car.
Now if that is the crank case breather they will find oil sprayed all over the engine sooner or later since you need a can to catch the oil vapor before the pressure goes out the filter.

youd be suprised how little oil accumulation there is on a motor that is running good
i used to empty a full tank of blowby every other month before the rebuild, now it barely has a drop of oil in it after 2 months
