... to the by-pass valve control solinoid (N249) was loose at the intake manifold?

How would the by-pass valve itself work. Would it open/close? Would be stuck open or stuck closed?

I think I have a leak in this vac line at the clamp to the intake manifold.

It would be stuck closed and your poor turbo is going to surge when throttle is shut

Default If the line had a leak

the valve would leak a little during boost and not open 100% when you let off the throttle.
