Default Wiper & Cruise switch not working?

Okay, here's a fun little problem. My wipers mostly do not run except at full speed (they run fine at full speed, so it is not likely to be a mechanical problem. All the slower wiper modes, including the manual intermittent mode and brief wash mode, do nothing if switched (except spray washer fluid if you pull it that way), and the wipers will just stop where-ever they may be if you are running them on fast and seek to reduce their speed. To shut off and the store the wipers when running them in full speed mode, must push the lever to down to the OFF position real fast if I want them to reset into the cowl area correctly. Somewhat related, the cruise control is totally non-responsive to the buttons.

The wipers are my primary concern. What component controls their variable speed and where can I access it to test it? Could this be the wiper switch (necessitating air bag and steering removal), a loose wire/connection coming out of the wiper switch, or is there another component somewhere else in the car that is likely to be the cause? If somebody already knows about this, I would prefer to not take off the air bag and steering wheel just to get a look at the switch and to see how many wires control the wipers).

wiper motor/transmission control the wiper speed, not the electronics.

could be the stalk, or may be the beginnings of the load reduction relay going
