You are basically driving on 4 hockey pucks once the summer rubber freezes.

They can be used, but don't expect anyone to guarantee your safety. And should you crash, your insurer may deny coverage due to having improper tires for the conditions.

Not sure about Tahoe area specifically, but you may be prohibited from accessing some roads in the winter if you don't have proper tires and/or chains.

Even all-season tires are just barely passable in the winter, in my experience. Please don't rely on quattro to work miracles for you. It may help you go, but it does absolutely nothing to help you stop. I'll be getting a dedicated set of winter wheels/tires for the wife's Q5, whenever it finally gets here.
