After reading this thread, I went out and checked my 2013 Q5 Hybrid. It has the problem on the passenger side just below the sensor. There's a small paint spot missing about the same size as the sensor. Guess I'll be having a chat with the dealership Tuesday. I've got extended AudiCare, so they should take care of it.

After 2 replacements, we are 5+ years and 68,000 mi and paint is holding up on second replacement. Hopefully solved. The part is easily removed so if it happens again, I'll paint the trim piece in the garage.

Same on 2015 model
The same thing happened on 2015 Q5 unfortunately, I noticed just when the warranty had expired and the dealer said I had to pay for the part, very disappointed since it seems to be a known defect.

Mine is doing it too. I did not realize this is a common problem. I guess I will take mine in. It can't hurt to ask. Mine is a '15 TDI with 33,000 miles and I noticed this right after I purchased it about 3 months ago. It is virtually identical to those pictures posted - same side and everything!

Mine is also pelling and out of warranty.
My suggestion to fix this problem is: remove the license plate and all the paint near the license plate below the grille with a sharp knife, Most of the paint will peel off, the remaining it need a little help. After the removal and clean i have sand it with 2000 sandpaper to prepare the surface for wrap. The surface must be clean and smooth, without any residue of paint. After that i have wraped it with good quality 3M 3D vinyl folie, exact the same shiny black color like the original paint(i have S line bumper). You need to make some fine vinyl cuts near the sides and near the grille but take your time, no need to hurry. The total time was 2 hours and it cost me (1 meter of vinyl) about 6 EUR, You need only about 30x70cm sheet below the grille, but the dealer didn't cut less than 1 meter, but in this case you have more tries if somethig goes wrong The bumper now it looks original, and the vinyl never peel off (i hope). I have done this 7 months ago, so meanwhile it get hot +50C and cold -20C and lot of water
