Ergh, possibly because there's no 2.0t engine in a 3L S-line?
The actual recall notice hasn't happened yet, AFAIK. We got notice back in May? June? to park outdoors because the cars could catch on fire and take a building down with them. Then last month, Audi sent out more letters saying something like 'Well, really, you ought to bring it in to a dealer right away so we can disconnect that pump because gee, we think they're going to set lots of fires. The cooling pump servers no purpose, don't worry about your turbo failing if you drive without it. Oh, and in the meantime keep parking outside anyway, because your house might burn down and, you know, we'll send you a Xmas card to let you know if a redesigned pump and a real solution exists by the end of the year. Maybe.'
No, they weren't that blunt, but that's what it comes down to.
Somehow in the course of three or four months they decided there's some urgency involved. And a vital cooling pump really isn't necessary. For sure. Right.

I looked up the latest Audi ETKA parts listing and they now list the 2018+, 2.0T cooling pump part number as an available replacement for the past pumps. The new twist is that this 2018+ pump now heeds to have a different pump mounting bracket installed on pre 2018 2.0T's.
So maybe.........
1. Audi only wants to use the new pumps for new production cars which is positive cash flow for them, While using them for recalls is negative cash flow for them.
2. They are having a new pump manufactured to fit the old existing pump mounting bracket.
