As Dennis said, Velcro will stick nicely to the carpet. Get the two inch wide sticky back velcro (available in black) and take it to a local shoe repair or luggage shop. Ask them to sew a couple of strips all along the cargo box. Two or three strips of 2" wide Velcro, each the full width of the box, and you won't be able to tear it off the seatback without using both hands and some effort. Two more strips on the bottom (and matching Velcro fuzz on the floor) and it may require the jaws of life to move it.

put some stuff in it, and it'll just stay where you put it for the most part. mine does. unless you're driving upside down, and going like a maniac, it should pretty much stay where you put it. I have a box similar. I saw this one on Ebay for like $75, thought that's cool. then I saw one just like it for $20, and thought is $50 worth it just to have the Audi rings on it... so got the $20 box and it stays in place.
