Default Audi Certification Process question!

I just purchased a 2012 TDI Q7 with 28k miles. Really, really like this car. I am somewhat shocked that the brake rotors are really lipped and worn. Also, I was under the understanding that brakes and rotors are usually replaced, and if the car had tires that weren't oem, they too would be replaced. The tires are the Yokohama Prada Spec X's. I thought Audi wanted OE Tires on all pre-owned CERTIFIED cars that they sell. Also, there are two scuffed rims on the 20's. Thoughts?

When I traded my 2011 Q7 in, I had just put new Nitto tires on it. They CPO'd the vehicle and stuck it on the lot as is. Why would they put the OEM tires back on?

CPO does not mean cosmetically perfect. My 2011 had scuffs on the wheels too.

I do know they replaced the windshield as it had a chip in it, even though I had proof it was professionally repaired.

My 2009 is a CPO and the dealer put new rotors, pads, tires on before I purchased it. My CPO paperwork mentions the specs for the rotors and pads that were installed.

My experience with the CPO process is that not all dealers follow it to the letter. A few cut corners and I saw it first hand with an A4 I bought years ago. Hardly cleaned/detailed and they basically filled out the CPO checklist folio right in front of me. It turned out that the A4 previously had a stage3 turbo kit installed and the previous owner was sloppy in returning it to OEM spec- which I only found out when my local dealer was trying to diagnose a rough idle it had developed and reported that some of the turbo pluming hardware was loose and not original parts.

On our Q7, it was not CPO (due to age, not mileage), but the selling Audi dealer treated it almost as though it were. They included complete records, re-print of the original window sticker, and had done a very comprehensive inspection with report. The tires were OEM (though moderately worn), the brakes had been done once (bought with 32k on the ODO), and the battery had been replaced. The vehicle was like new in condition, so they had thoroughly detailed it. They even shipped me a couple of broken/missing parts after the sale after I e-mailed them about the issues.

As to those Yokohama tires, those are actually one of the top rated Q7 replacement tires at Tirerack and are most likely what I will buy for ours later this year (fairly affordable too for a 20" wheel). They have better ratings than the OEM spec tires and seem to wear longer as well.
