I noticed that the EPA rating on the TDI from 2012 to 2013 changed from 17/25 MPG to 19/28 MPG. Is this a change in the way they reported to the EPA or is there another factor that actually changed the MPG from 2012 to 2013 MY's?

Gen 1 vs. Gen 2 of the engine. Gen 2 was lighter, less timing chains, more refined design. That's where the fuel economy bump comes from.
