Is it just me or is something weird with the file? I downloaded it fine (shows is 8540 pages) but when I try and view, it defaults to page 401 with warnings and cautions. It will not let me view any other pages. Well, it sort of will if I pull the side bar down with my mouse and hold it there but as soon as I let go it jumps back to page 401. I tried downloading twice, both same result. Any ideas? Thanks!!

I saw that with Adobe Chrome but had no problem with MacOS Preview. Try another PDF viewer.

Thanks! Yes, I was using the Chrome browser window and it kept springing back to page 401. Tried another PDF viewer and it worked (after I clicked OK on the safety warning). Thanks again to you and OP.
