Captive FS are lenient on wear and tear since they are keen on new business, and also make money of the resale of the leased cars.

Outside finance companies take the risk of selling the car at an auction, and do not have the same repeat customer incentives. Hence they cover their back, and will use the slightest pretext to charge excess wear and tear. They simply do not have the other heads to compensate for the wear & tear, nor can they fix the dents on cheap like a dealer can.
