Able to convert early push/pull diff locks ('83 Ur-q) to dial style from '86 4kq?

Yep, BTDT on my old '83....
This is assuming you have a matching newer interior already converted or about to convert it.
Only issue with plumbing is that if the '83 is early type with two position switch, then you have to run extra two vacuum lines to the back. If the '83 is later with 3 position switch (like '84 4kq/Ur-q) then all is well and you should have no problem. Those cars already have 4 vacuum lines going to the back.
