James, I don't pretend to be an authority on Audi turbos, but the one one the left in your pics says K-24 on it. Has it been modified or was it turned into an RS2 turbo in some manner, and the tag was left on it?
The K-24 was used on later model 5000/200 Tqs and Ur S4/6s. The urq uses a K26 and the sport a K-27. I was under the impression that an RS2 was a much bigger turbo than the K27 even. That could explain you HP readings.
But...I can't really say much on the rich mixture issue.
Somebody correct me if I'm off base here??

Sorry to here that....
That is definitely low for the parts you have. Your RS2 turbo is a little different looking than ours but the HP ramp with its two rises at 2800 and 4000 are very destinct of the stock RS2 turbo. It has been so long since I took measurement of the RS2 I only remember a little. Maybe it will help: The S4 k24 exhaust housing (where the wheel is visible) measured 2.06" the RS2 measured 2.25 or 2.3 and the K26 out of the 5k measured almost 2.5". Maybe this some of this will narrow it down. The most troubling thing is your HP seems to platform at 5250 it should continue to climb well I can't say for sure not knowing what cams you have. My S4 K24 in my 5000TQ runs out of puff the same way at over 18 psi. Where my brothers RS2 continues pulling relentlessly. Also when you said after removing the restrictor it seemed to be richer, my first thought was it was going to be to leaner especially at high RPM's. My only basis on that is removing the restrictor increases the effiency of air though the motor,even more so at higher rpm's. But your ecu's fuel map (no OXY SENSOR)is still tuned to the restrictor.

that guy paid 20G's for a motor with 250 Hp???
you can buy a new WRX with a 227 horsepower motor that will turn circles around an urquattro for that much! (no offence, your cars awesome)

Dude take it it easy you don't like he's stressed enough +...
the components make more power than that, could be other factors maybe something wasn't working or set up right with the dyno. I find it hard to believe at 1.7 it was only pushing 250-260 with out some kind of noticeable problems.

What was actually paid for the motor vs what the parts themselves are worth is a different story, but the parts in the car should be producing more power than that. That much is certain.

Bruno knew the engine was "off". And I kinda got the same impression since it felt about the same as a chipped urS4.
Its potential hasn't been met yet. More than likely its tuning related since the reports of black smoke and such. I want to check all things mechanical before I start investigationg tuning options.
At this point I'm well into a turbo conversion and now have doubts whether I should finish with the hybrid or just have the RS2 rebuilt and put it back in.
Also, the local mustang dyno was used by another guy in Austin and it pretty much did a good job showing factory power for a 2000 beetle. It also seems nearly flat. Maybe up 25hp from 3000rpm all the way to 7000 rpm???? That to me is the really bizarre thing. The engine doesn't really make any more HP at 7000 than it does at 3000 rpm. Maybe 250 to 260 crank.
Thats either a serious airflow bottleneck (I thought the hotside on the turbo was the problem, hence the turbo swap, but the RS2 turbo has about the same hotside as the hybrid I'm about to install), a major valve blowing open at some point (perhaps the BPV??), a leak that pops open under boost (? Not much turbo ducting on this car, its short and sweet), or a tuning problem.
Did I leave anything out?
