Can someone explain the differences between tire offsets ?
I know what offset is on a wheel, but I'm not sure that I understand what difference it makes to the handling of the car and / or how it's positioned in the wheel arch.
What is the difference between say:
18 x 8.0 +35
18 x 8.0 +42
18 x 8.0 +45
And why would I pick one over another ?

For a given wheel width, the greater the offset, the further inside your wheel arch your tires are.
Too much offset and you have to worry about the inside of the rim and tire rubbing on suspension components. Too little offset and you worry about the outside of the tire rubbing your wheel arch.
In terms of handling, the incorrect offset will lead to all sorts of nasty bump steer, torque steer and wheel bearing issues.
The dash-dotted line in your diagram is the plane of the hub that your wheel bolts onto. That plane stays fixed relative to the bodywork of the car, although the plane rotates about the virtual kingpin axis in the case of the front wheels of course.

this might well explain the above too...
just picture the green line as the moubting point of the wheel.
