I'm not McGyver, but....
I use Eagle One Wadding Polish, but any metal polish will do. The Wadding Polish has a Petrolium distillate, however, that nicely removes, tarnish, tar, etc.

P21S wheel cleaner
After my sponge is nice and soiled from the wheels, it takes only a few light strokes to get the black stuff off in and out of the tips.
Unfortunately, it only looks good for a couple of days. But, given that I wash my car about every 4-5 days, the "black" look is brief.
