How is it that there are all these new RS4's at dealerships?.......

Slow economy, V8, and is now based on an old body style (B7)
While the lone enthusiast may not care about some of those things, your average luxury car customer looks at one or all of those things above and doesn't buy one

Pricing...
Some dealers held out for the price they wanted to get. Now they can't get it, but they are still waiting or maybe it's just too late. Biener Audi has had a beautiful Phantom with Audi Exclusive in Orange at the dealership for months. They wanted way over MSRP and it was an ordered car promised (not in writing) at MSRP, now it's just sitting there.

I heard (this list?) that Audi sent a bunch (200?) extra cars to the US...
and many of them are just sitting. One of my local dealers freely admitted one of their RS4s had been on the lot for over 100 days... it's still there.

It's the Audi dump...
At the end of production of both the RS6 and RS4, Audi offers incentives for US dealers to take a substantial number of cars, essentially flooding the market and instantly hammering the prices. I am not sure about the thought process but there is precedent.

They will hang around until they are sold - same thing happened with RS6
No car manufacturer is perfect at distributing cars to match demand. I remember the same thing happening with the RS6 - some areas of the country sold as many as they could get and rarely had any sit on the lot, where other areas (especially the east coast) had RS6s sitting on the lot with $10k in trunk money.
Some regions will sell out more quickly than others.
