Spotted a black RS4 w/tint near Seal Beach and taking the 605 on-ramp..anyone here?

Why don't you just remove the plate all together? That's what I did on
my car. Got my license several weeks ago but have yet to put it on. Needless to say the front will remain w/o one permanently.
My commute is Irvine to Torrance daily. Sometimes it's smooth and other times it's a major headache but you know all about that.

I see what you're saying. Isn't that oversized black plate on the RS4s?
The one that is larger than the license plate frames and sticks out about a half inch or so from the bottom of the license frame? I have no idea why Audi did that but it's stupid.
Is it not on the RS4? I can't tell for sure from this photo, but it looks like it's there.

It's there...my B6 S4 has it too. It's for protection underneath the dealer plate frames with their sharp edges. You could remove it and maybe treat your plate frame(if using one) with some liquid rubber along the underside of the plate frame...to insulate and keep from scratching your paint. This is nitpicking though, IMO.
