Make tickets big enough that cops and politicians will want to enforce it. Oh, and get
the insurance companies to make it an offence that adds points to a driving record so they can charge more.

We can't even get people to simply keep up with the traffic ahead during rush hour.
It's as though they think that the 4 mph they are speeding is as fast as anyone should go.
