Tire question. 1 tire uneven worn, what side is the best to mount?
Would something like this affect the tire's performance dramatically? Is it best to mount it rear or front now? Inside or out with the uneven wear?

That's very minimal.... but put it in the rear.
Since your tires are direcitonal, you are only going to be able to keep that worn section on the same side, unless you unmount a tire on the other side of the car, and then re-mount and balance.
